You wouldn't say that if you hadn't seen the video. I agree: The video
appears to show him making contact with his wrist. But the *statement*
on its own implies that (he possibly thought) he hit him with an elbow.
That's certainly what I would have taken away from it, if I hadn't seen
the video.

Absolutely not. There is nothing that implies he hit him with an
elbow. You may choose to infer that from his stmt, but in my opinion
you would be wrong to do so.
