You can, just not the regular way.

When device drivers are installed/updated,Windows needs to be rebooted
because of the way HAL is designed.
No drivers involved usually. Time for a re-design. After I run my weekly
update, I take the stupid reboot popup and push it off my screen (except
for the upper left .5 cm) and just hide it there until there's a more
appropos time to reboot.
Why can't they once and for all change the use of (\ /) to (/ -) like
in UNIX and everywhere else (one of your DOS-isms) ?
Microsoft tried to be different.
Time to be a team player and replace \ with / (including the registry)
and / with - (for switches).
Memory leaks are the most annoying thing for me in Windows, and makes it
a liability on servers that run critical services.
I only have PC experience with Doze, so don't encounter much of that.
