doesn't match the above description to come along and join up.  You

Click the request membership (or whatever the wording is).  Make sure

As also has been mentioned, through the magic of email and certain
programs such as Forte and Thunderbird, the group can be read and used
very much like a newsgroup, taking away the Google web stink that many
object to.  Instructions are available at the group site.
