The Dodgers were offered the Shea site. However, they did not turn it
down simply because it was not in Brooklyn. The issue was arena
ownership. Robert Moses was willing to build a city-owned stadium, and
the Dodgers would be tennants in said stadium. O'Malley knew the value
of owning your own arena, and unless NY gave him the Stadium, he was
leaving, no matter where in the 5 boroughs the site was.

NYC wanted to collect rent from the club, and monies from concessions and
parking to pay for the construction of the ballpark. O'Malley wanted to
finance the construction himself.

What I am suprised at is that the Giants were never offered the site, or
they just decided they were leaving anyway.
