To whom does the POTUS report? The "people"? Or did you have
someone else in mind?

The voters.

Well, that's what I meant by "the people". I am wondering if
that's
what he means.

It is.

Well, I guess he's accountable to us every four years.

He has to account to us every four years for what he's done every
day.

 But by
creating a larger and larger pool of people dependent on him
through government programs,

dependent upon the government through government programs.

and with a media that's largely in
his back pocket, it'll be pretty hard to unseat him.

The extreme is unseating him.  I really don't think there can be any
doubt that most president, and possibly especially this president,
is keenly aware of public perception, and public approval, and that
they respond very quickly to those perceptions.  They are very aware
that their party, and their legacy, and their very effectiveness
while in office is largely dependent upon public support and
approval.

 He also
has the "whatever I do to screw up, just remember that this is
all George W. Bush's fault" card that he has repeatedly played,
and will play whenever he needs to.  Even with all that, "the
people" only get one shot at holding him accountable, and that
isn't until 2010.  And it's right around that time that a lot of
the so-called stimulus plan's money kicks in, so right when the
election rolls around, "the people" will be flooded with all
kinds of fun government projects and money pouring into the
people's pocketbooks.

Yes, this is a bit cynical, but that doesn't make it any less
true.

It's not accurate to ignore the degree to which this president, and
all presidents, closely follow public opinion polls, or the degree
to which their effectiveness rests upon public approval ratings.
Even his own party would fail to support his initiatives if his
popularity with the people drops significantly.

George W. Bush didn't appear to govern by opinion polls. The vast
majority of people for much of his presidency seemed to oppose his
every move, and yet he held the course.
