Republicans are complaining that Caroline Kennedy didn't vote when
they chose a vice president twice who also didn't vote in many
elections (Dick Channey.)
So the implication is clear: It's ok for Dick Channey to not
vote but heaven forbid a Kennedy do it.
BTW, Caroline Kennedy has experience. Her experience is
in areas other than being a politician.
