One big difference you and others seem to forget is that Clinton left
office, the country had a surplus. When Bush leaves office, there is a
big deficit and the economy is in shambles.

Nobody taking office in January, whether Obama or McCain will be able
to fix the problem that was created PRIOR to their taking office in a
day or two, it will take time.

So, in truth, it is justified to blame it on Bush or on events that
took place before the new president takes office.
