These guys did not pass these devices off as a bomb hoax. They were a
marketing plan, albeit, using bad judgement. Certainly, they need to
pay the fine or have Turner pay whatever it costs, but criminal
charges is RIDICULOUS!

Now, if these guys were calling police and passing these devices as a
bomb, then that is like calling in a bomb threat. I did not hear
anything of this sort.
