It varies, but it's not hard. Assuming your PC runs Windows, then you
can use Outlook as a newsreader, but try not to get into the bad
habits (top-posting, mostly) that its interface encourages. There are
a bunch of other choices, too, some free, some not.

You can also access newsgroups with a web browser at
<http://groups.google.com>, but apparently their interface makes
quoting from the article to which you're responding less convenient
than it ought to be, which is sort of unfortunate.

If you use a standalone newsreader (Outlook or something else), you'll
also need to know the name of a news server: for example, I access
newsgroups by pointing my newsreader at news.newsguy.com. Most ISPs
operate news servers that their subscribers can use.

Not to nitpick but I'm 99% sure you can't use Outlook for newsgroups. You
have to use Outlook Express. I think you need MS Office to get Express.
