Probably because it doesn't have recognised national authorities in
enough Olympic nations, who therefore haven't applied to be recognised
as an Olympic sport.

I don't track it real well, but I get the picture that the Olympic committee is holding the line on allowing new sports in. There are many sports that are very international at this point (baseball, softball, and bowling for example). Others seem to be US dominate because the rest of the world didn't really play them and are catching up in those skill sets (a lot of the "X" winter sports, beach volleyball).
