SCHIP will, for the time being at any rate, result in minor increases

As to the bulk versus tin question, there really is no correct
answer. I have about a 70/30 tinned/bulk mix. A few years back I
bought a dozen pint mason jars (which hold the equivalent of a 4 oz/
100 gram tin) and a couple dozen half pint jars, which hold 2oz/50
gram tins. This has worked great for me over the last few years. The
bulk of the cellar remains tinned, but just having the jars on hand
allows for some experimentation with samplers, and some decent pricing
on bulk buys. Heck, I even re-tin pails full of the Prince Albert and
Carter Hall in 2 oz portions, which are more manageable for me. And
if you don't use the jars for tobacco, you can always can tomatoes or
raspberry jam or punch holes in the lid so that the little ones can
imprison grasshoppers.
Anticipating the federal tax I just bought $375.oo in tinned tobacco.
I also have bought mason quart jars and filled them with my favorite
bulks. all except one and that is reserved for licorice. hehe
