Art, I know nothing about electrical for the switch and cord. I know
nothing about tools really...thanks for the help.

As Jim Beard pointed out buffers often go on sale and can be acquired
from $65 on upwards. Many use 1725 washing machine motors with arbors
(slides on the shaft to hold the buff) that can be built easily for a
heck of a lot less. Pipe Maker's Emporium even has a 1725 rpm motor
for sale that looks pretty nice. The $65 buffer that I was referring

While 1800 rpm is just a tad high, and the higher speeds won't be
used, it is a double spindle configuration that isn't bad. It looks to
take smaller buffs which doesn't entirely thrill me. I just saw this
and can't speak to quality, but there is stuff out there. I have also
seen some very good prices on Baldors from time to time.
People also use lathes for buffing and drill presses. Electric drills
can be mounted with an arbor attachment.
Me, after eight years and thousands of tampers, and countless stems, I
use a converted washing machine motor. I bought six motors for ten
bucks (an unusual deal), added a five dollar arbor (you can get them at
just about any hardware store) and another five bucks for a cord and
switch. Most anyone can do one for under $35.
Some day I will get a Baldor.
