USPS. For anything outside North America, AIR MAIL.
Packages sent surface mail can arrive at a port and
spend weeks waiting to be loaded on a ship. If you
really want it to get there quickly, Express Mail or
some such, which USPS does offer (though I doubt they
guarantee timely delivery by the national post office
at the destination).
And, of course, insurance is recommended for anything
of high value. If packaged well, it is unlikely to be
needed, but best to be on the safe side, IMNSHO.

I find the destination postal services to be pretty fast. When I ship "Air Mail" from Canada to foriegn destinations, the package usually arrives within two weeks. Areas I've shipped to include much of Europe, Brazil, Taiwan, Japan, Australia, Dubai (UAE), and others. I'm sure it works just as nicely with USPS. Also the shipping cost are usually lower than shipping within North America since the options for insurance over $100 and tracking are not offered (at least by Canada Post. Maybe USPS does).
