You are SOL, unfortunately

This machine (Dimension 2400) has no AGP slot for a graphics card, much
less the current PCI-E slot. This means you would be limited to a PCI
graphics card. You may have problems even finding one now, they are all
but gone, only a few vendors offer this interface. You may be able to
find one used for very little, however.

Even the fastest of the PCI cards will not properly play any recent
game with 3D graphics, and will have a hard time doing anything
remotely complex in say Photoshop.

http://www.3dfuzion.com/cards_6200_pci_128.asp is the fastest PCI card
I know of, ~$30.00. It will play games a low res (800x600), no FSAA,
etc, at reasonable framerates, and it can handle mid-range photoshop or
equivalently heavy graphics tasks.
It requires a 300W power supply, the Dell is 250, but GC makers
generally are pessimistic on ratings, and Dell tends to be
conservative, so it should run fine.
