Last weekend, I ordered a mere 12 ounces of bulk tobacco from Habana
Premium. It was supposed to have been shipped out on Monday via USPS
Priority Mail. Packages in the past have taken roughly 3 days to be
delivered by this method as Priority Mail has a 2-3 day delivery time.
I was sent a confirmation email on Monday, June 5th advising me that
my package had been shipped. I was also provided a USPS tracking
number. here is what the USPS web site has to say about the package.

Status: Electronic Shipping Info Received
The U.S. Postal Service was electronically notified by the shipper or
shipping partner on June 05, 2006 to expect your package for mailing.
This does not indicate receipt by the USPS or the actual mailing date.
Delivery status information will be provided if / when available.
Information, if available, is updated every evening. Please check
again later.

So, I email the folks at Habana Premium and inquire as to when or if
my package was shipped, explaining that the USPS has no useful
information on it. What do I get bacK? The same information that was
origially sent to me with the tracking number. I reply with the above
quote from the USPS web site regarding the tracking number. This was
Habana Premium's response.

Attention Customers: We ship United Parcel Service (UPS) and United
States Postal Service (USPS). Should you choose USPS please be advised
that due to recent increases in service 1.Our standard shipping
charges may not apply and you will be charged actual shipping charges
if they exceed our standard pricing. These adjustments are made at the
time of shipping. 2.Your package will not be insured. and 3.You will
not be provided a tracking number.
Bill,
I sometimes get the "Electronic Shipping Info Recieved" message until
the day after a package is delivered to me.The USPS tracking system is
pretty lame. I think this is one of those situations where picking up
the phone might do more good than email.
CS
exclusively for about 3 years, primarily due to faster delv. times and
lower prices than UPS. However if the customer for whatever reason
wants his coins shipped uninsured, I always spend .60 for a delv.
confirmation which as a tracking number and requires a signature on
the part of the buyer. If you get this order straightened out and
ever order from them again and want it shipped USPS, tell them you
want it shipped with a delv. confirmation and you will pay the .60 to
purchase it.
But what has me puzzled is the phrase - Should you choose USPS please
be advised
that due to recent increases in service. What service?
Also, while we're on the topic of shipping and payments, PayPal has
made some recent chances is their fine print that can cause you some
major problems if you accept PayPal as a seller at an auction for
example. The buyer may have paid you a month ago for the item you
sold using PayPal and by that time the funds have probably been moved
to your bank account. There policy now is, if the buyer had no funds
in the bank account they gave PayPal, or their credit cards on file
were no longer good, they can come back and debit the account of the
seller!!! I had it happen to me. The only way that PayPal will
assume the liability in a situation such as this is that the package
in question had some type of tracking number. Sounds crazy but it's
true. You might also want to take a look at www.paypalsucks.com
