This is essentially what happens in NY. The only difference is that they
want the computer scanned, and the results sent electronically to Albany,
for verification.

Right, which is why they scan the computer.

The biggest flaw in the system is that the cars that are most likely to be
big polluters (old cars) are exempt, and commercial vehicles are exempt.
Doing minor testing on new cars only really doesn't change anything, except
for putting a number of small auto shops out of the inspection business,
and costing people a bunch of money for pretty much meaningless repairs...
