So your example is something that happened in Montreal. Healthcare is administered at the provincial level, so things that happen in Quebec have nothing to do with the rest of the country.

Quebec *IS* Canada!

When discussing problems with the Canadian health care system, we include health care system problems that happen in Canada -- that's how it works!

(Similarly, if something GOOD happens in Quebec, we don't say "oh well, that's just Quebec, so it doesn't count.")


My brother-in-law has a practice just outside Halifax, Nova Scotia. He is not familiar with the ongoing healthcare crisis you describe.

And, from this, you conclude that it does not exist...?
