Any of the "upper middle" cities that make up the Bay Area Penninsula.

Santa Cruz is a college town full of kids that smoke anything.
Silicon Valley is full of "rich" cities where people understand a fine luxury like cigars.

However, "the upper middle" is full of busybodies with JUST ENOUGH leisure time to run around and make everyone's life hell and, as we all know, their latest cause is smoking. So they not only do everything they can to push the tobacconists out of town (they've not managed to break the gas station cartel, though -- THAT should be an interesting fight! :) and, as others have pointed out, will annoy the bejeezus out of anyone with the gall to "poison their air."

Over the years, I've practices "not hearing" them. I don't mean just looking them in the face & not responding, I mean not even turning my head -- as if no one had spoken. It is with great glee that I report that few things annoy a busy-body more than not being heard. It's almost hard to keep a straight face, some times.

(For the rare occasion when one actually accosts me, I have learned to say, in Mandarin, "I'm sorry, but my English is not very good." :D)

(That's "duìbùqǐ, dàn wǒ de yīngyǔ bùshì hěn hǎo" or "dàn wǒ bù huì shuō yīngyǔ hǎo" if you care to use it. Repeat as often as necessary to get the message across -- emphasize words, or speak louder/more-slowly, if necessary. Remember to stay in character: you do not speak or understand English! <G>)
