The offender is "fined" because it's a loss to the woman's husband.
"And if men struggle with each other and strike a woman with child so
that she has a miscarriage, yet there is no further injury, he shall

It has nothing to do with the baby.

If they someone causes a miscarriage, but there is no other injury, what
can it be about besides the baby?
The woman was struck. The husband may have a case.
