This is true.

And equally true is: If you keep delaying horribly bad ideas with more
bad repercussion than benefit, pretty soon you end up with no
implemented bad ideas.

So which is better for society...?

Thing is, no matter if your idea is good or bad, there's going to be
someone who'll gin up a crisis to oppose it. Reacting to manufactured
dilemmas keeps government from doing anything at all. At some point you
have to understand that you're always going to get opposition and you
have to move forward anyway.
