There is an interesting organization called "Underwriter's Laboratories". You may know about it and might even have seen the distinctive label on electrical goods.
This private organization certified that the electrical device in question had been tested and the design was basically safe (shit happens, so you have no guarantees about an individual anything). Whenever I bought electrical equipment, I looked for the UL label. People who bought non-UL listed equipment were taking a chance.
You can have someone known as a "home inspector" check out your house before you buy it, or have a UL type organization that certifies specific models of car, and even certifies the safety of paint.
However, if you want to buy a non-certified anything, that ought to be your right. If I want to buy non-inspected meat I ought to be able to do it.
