So why can't we yet raise cattle to be consistently prime beef?

We can.
From what I understand there is no way to get a prime beefline...prime is graded at the time of slaughter. The cattle producers
don't have a formula for grain nor a blood line of cattle that
consistenly produce prime beef.
However, we have a good deal of prime quality locally here so I'm in
cow's heaven when grilling a thick fatty prime Delmonico.
I'll be at Ditkas tonight where the beef is subprime (or super
choice.)
