No, "partially constrained will" won't do it. The
tiniest little bit of dog shit in the brownies makes
the whole batch inedible.

It'd be similar to describing a libertarian as
"partially republican", as if there were a linear
scale from fascist to communist and one _had_ to
locate one's political stance on that line.
"Libertarian is 74% fascist and 26% communist which
be belive is better than democrat which is only
40% fascist and 60% communist."
