I believe that was the Hunt Brothers of Texas. They got close, but then
got
their fingers burned.

Yes it was the Hunts. And it shows they plotted and tried. They failed in
that case. Many times, they (as in the rich and powerful) do not fail.
Money is power. Did you know you can leverage a barrel of oil for about 8
bucks? You can control a great deal of oil with relatively little money.
So the cargos of all those tankers floating off shore were purchased for 8
bucks a barrel. So of course they will wait until the price can be jacked
up - and they have many ways of doing that.
