Usenet began in 1980 on an extremely small scale.
Many usenet groups (and, indeed, the usenet hierarchy) began life as
shared BBS files over things like fido-net and similar, back into the
70s.
To folks who were there, it all just evolved on a smooth (?!) continuum
into what we today call "usenet", even though it wasn't called usenet --
and, as you point out, there WASN'T A usenet in its current
technological form -- back then.
Similarly, some people did Web 3.0-type things back in the 90s, too.
The main difference is: back then, we just called it "the internet",
which is also not-quite-precise.
I know a few people who refer to SMS messaging as "phone chat" and
AIM-alikes as "web-IRC." "All same-same!"
Then again, when I call my ISP and tell them there's a problem with the
Usenet server, most younger techies (under 30 or so) don't know what I'm
talking about -- they think it's an email system.
