Uh, I don't think so. There is no state equivalent to the Immigration and
Customs Enforcement (ex INS), and never has been in any state. Immigration
and border control has always been a federal function (see

Local and state police (the Texas Rangers, for instance) have arrested
illegal aliens and turned them over the the feds, but they have no mandate
to perform border security. Although not organized as a "border patrol"
until the beginning of the 20th century, there were customs and
immigration agents since the country was founded - all at the federal
level.

INS does not provide border security. In california it is the California
Border Patrol that does all that. In California, as in other border states,
the feds provide some funds for border patrols but they do not provide the
actual function. This is why states like California are blamed for loose
borders - part of the problem is that the money has been drying up for
yearsand the states have been told to cover all the costs and now Bush has
proposed a 50% cut next year as well.
INS is a federal agency and enforces immigration laws. Border security is
not provided by Federal agencies. There are federal agencies that provide
"border security" like the Coast Guard and US Customs but that is a
different subject.
