Nowadays, it really only works if you have a *very* generous definition
of
"any field" which includes a willingness to switch careers and
professions
at need, to move anywhere for a job, and to engage in lifelong formal
education.
I'd be interested in hearing a counter example of a field where hard
working smart people who get things done have difficulty finding
employment in the U.S...

(b) Sorry, I thought we were talking about today, not a rather momentary
blip in the past...
(Actually, I'd be surprised if things for those people were rough in ANY
developed nation. But, as you point out, I'm something of an optimist :)
Continental Europe is full of them. Contrary to myth, many long-term
unemployed in France, Germany and other industrialised European nations do
in fact want to work, and badly so. For that matter, employers also want to
hire more staff, as the current expansion leaves many of them quite
short-handed.
But it's hard to get the two together: on the one side, businesses find it
cheaper to pay overtime and hire contract labour because restrictive laws
ensure that once hired, a worker is very very hard to fire. On the other
side, there is still not enough appreciation among the workforce that your
degree from twenty years ago plus work experience are no longer enough and
that one's skills need to be continually updated.
Perhaps I wasn't clear. I was speaking of people who are all of:
* Smart
* Hard working
* Gets things done
* (Wants to work.)
Just "wants to work" doesn't cut it. "I want a pony", and all that...
If continental Europe is filled with business owners who won't touch the
people I describe for fear of not being able to fire them at some time
down the road, then those businesses deserve to be short-handed (and,
eventually go out of business for not being able to keep up with those
who have the sense to hire them.) Bummer for the out of work, though,
if this is the norm, over there...
FWIW, it's difficult to fire people over here, too. It can be done, but
most not-tiny companies just wait and sweep folks up in a "lay off",
rather than deal with the potential legal issues.
I've got nothing against a 20 yr old degree, if you've kept your skills
up. If you're only skill is working with 20 yr old systems, and mine
are from this millennium, then I don't really have a position for you,
no matter how smart you are. It's a problem in the "gets things done"
department, you see? Now, if you're a smart, hard working guy who gets
things done, it should be a piece of cake for you to bring your skills
up to currency -- the internet is a wonderful place! :)
