Good question. However, I believe he means a different sort of root beer
that's made and distributed to suit some local tastes and not usually
distributed nationally. Probably the root beer equivalent of an alehouse
beer.

IMO, a good example would be Abita root beer, made by the same beer brewery
that makes Abita Amber, Turbodog, etc. here in Louisiana (and a damn good
diet root beer too). IBC also makes a very good root beer and some other
less popular flavors (cream soda, for instance).
