Prezactly. Packaging is the same, and they could charge extra for
shipping
abroad -- many already offer different shipping options anyway. Point of
fact, some sites I've seen don't even bother with customers from Hawaii
and
Alaska. IMO, either they just don't want the hassle, or they exhibit
characteristic American awareness of global geography.

The other possibility is that they get a really good shipping rate by
signing an exclusive with, say, UPS. Can I UPS something to England?
Hawaii? I don't actually know, but would not be surprised to learn "no."

UPS, Fedex and DHL are all international shippers.
