My son ran afoul the Texas version of the scheme. He had insurance,
but didn't have the piece of paper in his glovebox. He piddled
around, and didn't show the piece of paper to the court in time.
So he was convicted of driving without insurance which was a few
hundred dollars fine. But then there's this "surcharge" where he
has to pay a few hundred dollars every year for a 3 years.
My daughter used to work for the private company that contracts
out the collections of the surcharges. She says that 90% of
the people who come in are dirt poor and that's why the didn't
have insurance. The law which charges them so much money for
not having insurance only insures that they can't afford
insurance all the more. Once these people get caught up
in the vicious circle, they never get out. (They could serve
time in jail for the fine, but NOT for the surcharge.)
I never have figured out why we think it's a good idea to
punish the poor for being poor by making them more poor.
