The US gov't claims a LOT of things that aren't so...
In fact, it's not just the US. Treaties of various sorts have been made over
the years between most countries who agree that persons accused or convicted
of some crime can be extradicted from a foreign country that has signed the
treaty.
For instance, if you murder someone in Britain and flee to the US, they will
send you back to face the music.
The only exceptions are countries that have no treaties in effect with the
accusing country (as Cuba and the US, for instance) or certain situations
where the crime is not covered in the treaty. A good example of the second
exception would be a US citizen buying Cuban cigars in Canada. It is not
illegal there and would probably not be an extradictable offense.
