I'd guess it's gross, since to take the factors you list into account
would bring the net to zero, right? I mean, some (no names, Paul ;)
might argue that every dollar the government spends is to a benefit
returned to the citizens...

Paul aside, there are direct benefits that flow back to the individual
taxpayer like rubbish collection, as opposed to diffuse benefits such as
national defence. If your children go to state school, for instance, you
should allow for approx. $3,000 gain to your family.

I pay for rubbish disposal. I pay state taxes to fund schools and local
levies to sweeten the schools' pot, and I have no kids. I pay for fire
protection through property taxes and special levies.

So do I, I have the bill right *here*. Trash disposal, sewer (even
though I am on a septic tank) very substantial property/school taxes
even though I have no kids.

In addition to that, I am forced to pay for anti-representation. I am
forced to fund those morons working to make tobacco a "controlled
substance".
