I'm sure that's true. I'm also sure that I may have met black people
from Africa who emigrated and they simply never mentioned it.

There was a case a few years ago of a student applying to
college(?) who checked the "African-American" box on his
application. I've forgotten the details, but the school
fell all over themselves recruiting him (probably giving
him a scholarship based on race and perhaps relaxed
admissions standards.) They were pissed when he showed
up for class and turned out to be white. They put on
their best harumphy indignation and started moving against
him. The case ended up in court and the kid won on the
basis that pretty much everyone on the planet could eventually
trace their lineage back to Africa.

You'll see that on the college information cards nowadays
that above the list of boxes the directions are "what race
do you _consider yourself_ to be a member of" or some such.
