I'm sure someone with more expertise will be along with a better suggestion soon, but I think I would try cornstarch on it. What you see is oil, like that in your hair. In the past, invalids had their hair cleaned with cornstarch, by working it into the hair, then brushing it out thoroughly. It might work on the inside of the neck on the jacket, and wouldn't affect the color or hand of the fabric.
