Yeah, and I think that might be his problem- something isn't
programmed right (or the panel isn't pager capable) and it's sitting
there trying to handshake with no answer- he may think the handshake
tone is a DTMF digit.



I see why you think its trying to handshake. The panel supports pager
mode.

From the manual:

Routing Events to a Numeric Pager
The 9000 Series Control/Communicators Version 5.22 or higher now have the
ability to transmit nearly any event to a numeric pager.

I have firmware 6.30.

Also from the manual:

Programming the Pager Phone Number
To program the pager phone number, enter the number used to reach the
pager, followed by pauses. A three second pause is created by entering
"C." (Example: 5552341CCC.)

You will have to experiment with the number of pauses you add after the
page phone number. Each pause is equal to about three seconds. Try
calling the pager yourself first and listening to the length of time it
takes to get a beep allowing you to enter touch-tone information. This
length is what you must program after the pager's phone number in the
phone section of the Panel Wide Parameters. If you need a longer pause,
enter "D" after the number. Each "D" is equal to seven seconds.

Here is my current theory:

The panel is calling, it doesn't detect the correct voltage change in the
phone line when the voicemail answers and so its never able to start
counting down the time delay OR it starts the time delay at some other
arbitrary point, maybe in the middle of the ringing sequence or
something. In either case, it doesn't know when to dump the DTMF string.
I think when I manually answer it on my cell, the voltage changes or it
otherwise correctly detects that its OK to start the countdown timer and
dump digits.

Regarding panel configuration, I believe I have the panel setup correctly
to send pages, except for the delay and leading 5 for pager access which
is why I am here.
