The "Muslims" beheaded were also considered infidels by the terrorists
because they either dared to do outrageous things such as join the new
Iraqi police force or military, or just because they were Shia. In the
Sunni/Wahabbi universe, it's not enough to just be Muslim, you have to
be *their* type of Muslim.
