Maybe his statements aren't related to financial incentives. That
would be the simplest explanation - he didn't even need the money to
run for office after all. :-)

(I wonder if there are expense reports documenting how the $400K was
spent for the film? Or even how much in general such a film would cost
to make. That'd be good to know as then we could ascertain how much
was left over for nefarious purposes. And such paperwork would be
amusing too as Iraq was invaded, supposedly, because it hadn't kept up
its WMD paperwork.)
