I agree that was part of it, but I also think that Canada's reluctance
to support the US was out of fear that if they angered al-Qaeda, they
would be attacked and Canada has no visible means to defend herself.
This is sometimes referred to as feeding the alligator in hopes that
it will eat you last.

Symbolism can be very important. I am still disappointed that the
Canadian government did not support the US in our time of need.
