Sorry, that resolution was invalidated by the 14th ammendment, 1868.
During the period 1861 - 1865 there was much unpleasantness throughout
all the land over the issue of states rights. The winners of the
unpleasantness passed and ratified the 14th Amendment.
You have the right to start some more unpleasantness by advocating that
the 14th Amendment be repealed.
