You do not even know your own churches rules. The Bishop had the
right to lift it as he had not committed any of those crimes reserved
solely for the Pope. In addition any priest at point of death could
absolve him of all sins.

Just because it is on a website, does not make it correct. I suggest
you go right to the source and read the cannon law on this which
clearly states that the Pope is not the only one who can lift the
excommunication.
