More likely they both use the new chipset, but the Tempus doesn't have the software for DAB+.

Manufacturers are often reluctant to support aac+ perhaps because they don't want to pay the licensing fees, even thought apparently they are only a matter of pennies. It's still worth their while however using the new chipset, they just don't program it for DAB+.
