OK, let's see:

At first, there is a new techology. "interesting, let's try to implement
this".

(then halfway down the implementation-process).

"oh now, wait. There's a new other technology and that's better then
<see above>". Let's hold that and start implementing this new technology".

Well what should have happened
"This new technology looks interesting, is it going to be fit for purpose. Oh no, it will be too expensive, and will not be able to carry the required number or services. Perhaps we should wait a few more years for a newer technology that will be fit for purpose.

But of course what actually happened was. Lest just go and implement this new technology without thinking about whether it is fit for purpose. Then throw lots of money at it to try and make it work, and just close our ears whenever anybody tries to tell us that it's not good enough.
