Both of those technologiese are used for live streaming, so they can't be used for on-demand streams, which is what the iPlayer TV streams are.

True, but any technology that saves bandwidth on one side (streaming can consume lots of it) makes other use possible.
Still cache servers will help for on demand streaming. A large provider's cache will hold popular content.
