So DRM for local community stations then? Might not be a bad idea if
Ofcom actually allows any proper community stations as opposed to just
more ethnic music stations of which there are more than enough
already.

Yep DRM is the way to go for AM but it won't happen. There is no
interest by any UK broadcaster for DRM on AM. There was more interest
in 1990 for c-quam AM STEREO and we know what happened to that. Good
'ol narrow minded IBA (now ofcom) said no..of course
To add DRM is very well suited for AM probably better than SW. As if
barely anyone listens to AM now anyway...say a few dozen new DRM AM
stations would totally revolutionise the dieing MW band...dream on
.
