I think you might be getting confused by the use of the word Subcarrier. In DAB / DAB+ the data is distributed over a large number of carrier signals, 1536 carriers signals for mode I if I remember correctly. Each of these carriers is called a Sub Carrier as it is only part of the overall signal.

The differences between DAB and DAB+ are not in the way that the Subcarriers are organised, but simply in the type of information that is transmitted on the data stream. The main differences are that DAB+ uses a much more efficient audio codec combined with additional RS Coding, to improve error correction.
