If DRM+ broadcasts did start off between FM transmission, then I don't
think it would be so much of a major problem to clear some spectrum
when FM is eventually switched off.

Ofcom could simply issue licences with a condition that frequencies
can be changed at some future date. Then when FM is switched off they
could start moving some of the DRM+ stations, to clear whatever
blocks of spectrum are required for any new multiplexed systems.


Yes, I agree. At first I thought it's best not to clutter up the FM band
with DRM+ transmissions, but as you say, it would be easy to move them once
FM has been switched off, especially because digital radios tune by station
name rather than frequency, so changing frequency is hidden from the
listeners.


Come to think of it perhaps they could do something similar when FM
licences are renewed. They could perhaps renew FM licences on the
condition that frequencies can be changed after, lest say 2020. Then
if the decide to switch off FM, some licences will expire, and other
can be moved to different frequencies as space becomes available,
clearing blocks of spectrum for new multiplexes.


They could do that, although changing frequencies on FM wouldn't be too
popular with FM stations presumably, because it could lead to lots of
listeners not finding the station if they're unaware of the switch in
advance.
