If a commercial operator can find a way to slip one more station into
his multiplex, it will increase the total amount of listening and thus
his revenue. And it will always be worth doing this so long as
(1) there are still a few people around who aren't listening to the
radio but might be persuaded to;
These must be narrowcast stations, because all the popular audiences have been catered for.
(2) the additional revenue exceeds the cost of the new programme
stream -- which (thanks to automation and low expectations on the part
of audiences) is easier to achieve than it used to be.
It is easier to achieve, but if a certain number of stations is available, the effect will be marginal at best. The new station will reduce the audience for other stations in the owners pallet. It might be easier to sell advertising for a bouquet of 8 stations that one of 10 stations.
Anyway, regulation could easily solve the problem.
Broadcasters will always find ways of filling their multiplexes, just
as you and I find ways of filling up our hard drives.
Yes, the latter is a certainty beyond discussion :-)
