I think the reasoning behind this must be that the type of material typically
broadcast by Radio 3 is such that technical impairments would be more
noticeable than on other types of material. It may also be thought that the
type of people who would usually listen to it might be more discerning.
Whichever it is, in assigning a higher data rate to this service, the BBC are
simply allocating a limited resource in what seems the most appropriate
manner.
Unfortunately, it still doesn't sound very good, but you knew that.
