No, I live in the real world where DAB+ is going to eventually take

codec that provides low audio quality?

At the right bitrate MP2 it will produce near CD quality as you've
said before yourself. The difference between MP2 and newer codecs is
that they can produce a given quality at a lower bitrate. The MUX
configuration and bitrates to use is predominantly a commerical
decision rather than a technical one.

In an ideal world we'd have receivers that were capable of being
updgraded to the latest standard but in reality manufactures have to
commit to a particular standard while also minimising cost. This means
that even in the case of 'software defined' receivers there is often
not enough spare resource (MIPS/memory/power) to handle newer
standards even if the receiver is capable of being upgraded. This
means there are significant commercial implications of introducing a
new standard.

Development of AAC began in 1993 and it was standardised in 1997. DAB wasn't
properly launched in the UK until 2002.....

Forget your ideal world nonsense, the DAB engineers stuck their heads in the
sand throughout the 1990s and the current situation could have been *easily*
avoided if they'd have upgraded the system prior to launching it.

Although a standard may be better technically its ultimately down to
commerical decisions as to whether is used or not, so don't lay all
the blame on the engineers.

I don't lay *all* the blame on the engineers. However, Jenny Abramsky would
not have gone ahead with using 128 kbps MP2 for Radio 1, 2, 4, 6 Music,
1Xtra if the engineers had very strongly said that it wasn't good enough.
