That specifically states "A study commissioned by the German state
regulating authorities", i.e. plural not single of authority, which
suggests that they've all cooperated and DRM+ is kicking ass already.

or it could just reflect the reality of the situation that each state
(Land) has a separate regulating authority.

It also says "the German state regulating authorities", which suggests
that it's all of them, because if it was only some of them it shouldn't
have said "*the* German state ....".

Yes, it says all the states commisioned the report. It doesn't say how
many of them accepted the result. You assume it is all of them, I don't
know whether that is the case, it isn't clear from your posting.
