that it's all of them, because if it was only some of them it shouldn't
have said "*the* German state ....".
Yes, it says all the states commisioned the report. It doesn't say how
many of them accepted the result. You assume it is all of them, I don't
know whether that is the case, it isn't clear from your posting.
